My chao in sonic 2 advanced battle has a flame on top of his head how ***?

Are you talking about Sonic Adventure 2 Battle or Sonic Advance 2?

If you mean Sonic Adventure 2 Battle, head to the graveyard in Pumpkin Hill. You'll find a skeleton dog near one of the headstones. Give a few of the skeleton dogs to your Chao to negate any and all animal parts.

You gave it a "HALF-FISH". They give your chao flames. Get a SKELETON DOG to remove it. I know one is in Sand Ocean, Eggman's stage. It's in the third chao box. You have to get the key though. The skeleton dog removes features from the chao and allow hats to be worn.
