My child is 11yrs.old and born in the us, her us passport expired can i renew it for her?

without her being present. She can't return to the us without a valid passport. It expired April of this year. I have the written consent from the father. Please help

The US embassy in your country can issue your daughter a new US passport.  Contact them.

How on earth did an 11 y.o. child end up in a foreign country with a passport that expired 3 months ago?  Your daughter has to take her passport, passport photos, birth certificate and go to the nearest US consulate, preferably with both parents, but at least with one plus verifiable and notarized written permission of the other.
