  1. it does not matter the age

    from outside the country: yes

    inside the country: no


  2. If they are flying to Florida from within the U.S. or it's territories (Puerto Rico, U.S. Virgin Islands, Guam), no, they will not need a passport.  Passports are only needed when traveling to and from outside of the U.S.

  3. If they are flying from inside the US or its territories (i.e. Puerto Rico) no, they will not need passports.

    If they are flying from any other country they will.
