  1. Where I live, you are required to provide an address for where the passport is to be sent. Then they deliver it by signature courier. If this is the same in Chile, then your sister can sign for it on your behalf and then send it to you. I don't think that they allow you to change the address provided once the passport application has been processed. If they don't require and address in Chile and instead require you to pick it up, then they may allow your sister to pick it up providing you tell them in advance that she will be picking it up, that you give her a letter saying that she has permission to pick it up and that she has appropriate identification on her.


  2. The other answerer might be right but don't forget that in some countries you are not allowed to give an address and have the passport sent anymore. I don't know how it is in your country but in mine it cannot be sent by the mail anymore because of privacy and security reasons and you always have to pick it up in person. I think if you call the office, they can give you an answer. If this doesn't work, you can ask your consulate in the country of your current residence but through the consulate it takes much longer (usually months) to get a passport.
