its probly getting to much sun keep it indoors..

I don't really understand what you mean when you say it looks dry. It doesn't belong inside either. I wonder is it in a really windy spot? I'm in Corpus and I know what our constant winds can do. It might be getting a little burned by the wind. Also what are you feeding it? Message me if you like, I work at a wholesale nursery and we grow the Chinese fan heck your tree may have come from our nursery.
