My cockatiel bites me all the time.?

Question

when hes on my shoulder he bites my ear but only sumtimes when i pick him up. and hes been with use since mothers day. how do i get him to stop

i have 2 cockateils that i bought from some women. The male will step up on my finger and will sit on my shoulder, the female is just learning to step up but will sit on my shoulder. but the male likes to bite and sometimes hard. the female bites but not hard, shes alittle more quieter. They hate to be seperated at all from each other and i cant get them to stay with me when their cages are in sight. i dont think the women i bought them from spent time with them at all. Ive had them for several months now and still not tame enough. they are full adults.
