My cockatiel is plucking white fluffy feathers her back now feels crispy with a thick layer of these?

these feathers dont seem to be emerging correctly she flys free in the house and is stroked often shes comming up about 2 years old she is now bald under her left wing and the feathers on her back are next they dont feel right and she dosnt like them i've tried deterrant spray from the vet but it dont work any ideas would be a help the vet says once the molt is over the next one will probably be ok but shes in discomfort now thanks
