  1. your legal employer is the PEO but it's a shared responsibility between client and PEO.

    For everything that concerns tax and wages you should mention the PEO as your employer. For everything that concerns the job contents (your resume, talk among friends, ...) you may/should use the "client" as your employer.

    When it comes to worksafety, harassement and discrimination it's a combined responsibility
