My cousin has her niece as a maid of honor and she is on 17 is that okay?

The maid of honour is a witness to the ceremony. Is the 17 yr old able to sign legal documents where the wedding is being preformed?

Of course it's okay.  There is no age requirement for an honor attendant.

As for witnessing the marriage license - if your cousin's wedding is being held somewhere that requires witnesses to be legal adults, then the niece would not be a witness.  Someone else would sign the license as witness.  There is no requirement - at least in the United States - that only the honor attendants can be legal witnesses.
