wear leggings and a cute off the shoulder top/dress w/ your hair in a side ponytail

Make your hair as big as you can get it without it being an afro, then stick it in a side ponytail.  Next, find a large sweatshirt and have it go off your shoulders and have a sports bra or a tank underneath it. put a belt around the sweatshirt so it's baggy but it gives you a waist too. then get some skinny jeans or some leggings and you'll be ready.  if you want to you can add a sweatband in your hair too.

Or you can do the same hair, find a t-shirt with Queen, ACDC or Pink Floyd and wear that with a mini skirt, leggings, a large belt, neon heels and leg warmers.

Why would you ba a hippie for an 80s party? Go Cyndi Lauper or Molly Ringwald style. Or maybe a side ponytail like you're from Saved by the Bell or something.
