Lima is a very safe place just as Arequipa, Trujillo, Cuzco, etc. If she lives in Lima, she just has to keep to nice neighbourhoods, don't be alone on the streets at night and things like that, take precautions which she would in any place in the world. She will love Lima, its food, its people, etc.
