My cousin would like to come studyin Canada, But how????

My cousin wants to be able to study in Canada. He lives in Haiti, he has no intention to break the law or stay illegally after completing his degree but if the opportunity comes he will stay LEGALLY. What are the best schools that offer programs for International Students? Any special scholarship for international students? Thanks.

Choose Saskatchewan, or Manitoba. These provinces are in need for more skilled workers. International students are welcomed to stay and work. After 6 working months following graduation, permanent status application is feasible.
