  1. Not exactly. If a green card holder files a petition for a spouse, it currently takes about 5 years before the petion is valid for use to become an immigrant. It's an F2a category petition, with a current priority date of 15 Jan 03. This means that only petitions filed on or before that date are current or valid for use.  Depending on how long your cousin intends to be a student, she may or may not be able to adjust to legal permanent resident status when she finishes. If she's in an undergraduate program and she intends to be a doctor or a lawyer, maybe so. Otherwise, she'll have to find some other status to allow her to remain in the US while she's waiting for her husband's petition.


  2. A person getting married to a green card holder will also have an opportunity to get the green card holder if she have a credible work record and live longer in the US.
