  1. Most of the time the answer is yes it will be declined. Once in a while it may slip through but when your statement comes in you be required to pay the minimun payment plus the over the limit charge and the amount you are over the limit.


  2. Every card is different.   Read the rules for your specific card.  Mine will let me go over so I have to monitor it closely, others will be declined.
