  1. If he has already got the bike you know by now if its the right size for him, but it depends on what type of bike it is and what he wants it for.

A bike shop would have sorted this out at the time of purchase.

  2. He's already got it, sort of too late now. But for a MTB frame it certainly is close if not exactly what he needs. It's pretty safe to say the bike will work for him.

  3. Not sure what you are asking, exactly. Work for what?  If you are trying to find out if it's the right size for him, it depends on his inseam and the standover height of the bike.  It's obviously a mountain style frame, which usually has a down-sloping top-tube, so if he stands over the middle of the tube and has an inch or two of space between the bar and his crotch, it's ok.  Less than this, too big, more than this, too small.

  4. anomaly's answer is good.  to add to it, if the bike is a mountain bike, a 19" frame is quite large, and it would still possibly have 26" wheels as that is a standard for mountain bikes (other than 29ers, a more recent addition to the mtb field).

If the standover height is good, and he can set the seat so that his legs are comfortably stretched out so that he's getting good power in each pedal stroke, and he feels comfortable with the handlebar position (about even with the seat height maybe a little higher or lower depending on riding style), then he's good to go.

Bikes are like shoes or suits.  Don't buy one without proper fitting.
