my daddy is thinkin bout going to iraq hes not in the milatary but he works on base as a mechanic that fixes like army tanks he also paints camofloge stuff well all he has to do is put his name on a paper sign it and off he goes so evan if hes not in the milatary but hes in iraq will me my mom and brother have the choice to live on base

I have never heard of civilians living in on-base housing.  It may be possible, I would talk with the housing department of the nearest Army base.  They should be able to give you an answer right away.
