He could put a posting on Craigslist in your local area.

It takes money.  You can contact Super Pages or Google or whoever does on line advertising and find out about internet advertising.  It is not cheap.  Good luck.  Perhaps he would like to start out in the Greensheet or Thrifty Nickle.  These are free paper publications that you pick up at the grocery store and other places for free.  They are an affordable way to start out advertising.  Also, if you have a church, they may have a directory that he can advertise in.
