If you have a underwater pet like a dolphin or fish, that is the only pets that can make an underwater room. If you do, first you have to buy a room. To do that, go to the map located on the top when you are in a room. Click on Buy. Follow the instructions there. After you bought a room, go to the W Shop on the Things to Do bar. You can try to find underwater wallpaper and flooring and items. After that, place them into your room. Ta-da! You got an underwater room.

Hi. Well how many Webkinz do you have? If it is less than 10, she can buy a dolphin, manatee or a  fantail goldfish and get the underwater room. But only if it is her 10,9,7,6,5,4,3,2,or 1st purchase, because after your 10th one, you have to buy your Webkinz' room, and sadly, they don't sell under water rooms. But if she has more than 10 she could make another account. Hope I helped!
