  1. sometimes this can occur after malware has infected a system - sometimes the removal of malware doesn't clear up the side effects

Here is a cure-all fix from a legitimate tech site

    http://www.winhelponline.com/articles/38...

basically, scroll down the page and find "showalldisplaytabs.vbs"

under attachments; right click and save to your desktop

double click the vbs script to run; hopefully it should restore your desktop properties

  2. Start

    Run type “mmc” (without quotes)

    File Add/Remove snapin

    click the Add button

    select Group Policy

    click Add

    click Finish

    click Close

    click OK

    expand Local Computer Policies

    expand User Configuration

    Administrative Templates

    WindowsComponents

Windows Explorer and disable "Turn on Classic Shell".

  3. Is this a work computer? If so, then that is something that the administrator can disable by giving you a default roaming profile. If its your personal computer, I would fear that you have some sort of spyware, grayware or virus causing this. See if you can get to the option by going to the control panel and clicking on the display properties icon. If not, then make sure you do a full scan with Ad Aware or Spyware Doctor and make sure you are spyware free. Make sure your virus definitions are up to date and conduct a full scan as well. Even if you find the problem, your setting might not return. Run gpedit.msc from the start menu's run option. Under "User Configuration," expand "Administrative Templates." Next, expand "Control Panel," then click "Display." On the right hand side make sure all of them are set to "Not Configured." If they are, go ahead and set the "Prevent Changing Wallpaper" option to Disabled. Good Luck

  4. It is due to the Group Policy Editor setting.

Goto start => run and then type there 'gpedit.msc'.

It should show you the Group Policy Editor.

Goto User Configuration => Administrative Templates => Windows => components => Windows Explorer.

There double click on 'Turn on classic shell'.

Set the radio button to 'Not Configured' then click OK.

Now you can see the desktop tab.
