My desktop icons toolbars and everything but background wont load up!?

ok so i heard that it may be explorer.exe wont load

i checked processes and it wasnt there

i clicked run on task manager and did - explorer.exe

wouldnt let me open, because it couldnt find the path to the file....

Explorer.exe is found at c:\windows

however if you weren't running explorer.exe the only way to get a run command would be winkey+r or if you ctrl+alt+del'd as administrator in safe mode.
