My desktop won't connect to the internet?

I have two network adapters (one pci, one built on mobo). They both have drivers installed but neither will connect to the internet. They both have IPs and are able to connect to the router and cable modem after a long wait (time is random but takes minimum of 30 seconds). My laptop can connect just fine through wireless and lan. I tried using vista and xp and both have the same problem. i also tried plugging directly into my cable modem for both network adapters and still nothing. currently have vista installed. anybody have any ideas?
