  1. Step 1, buy a new dog.

Yes, you can rejoin the wires, but be careful to insulate them properly.A short circuit probably won't hurt you, but could kill the phone.

  2. ahh dude no way, my puppy ate my laptop charger, she bit through all the frigin wires and  i cant use my laptop: D:'

  3. If you have an older Nokia charger (the one with the larger plug) there is also easy to purchase an adapter, from large diameter plug to small diameter. As I happend to have several Nokias, with different types of charge plugs (6111, E50, 3210 and 7210), I own such an adapter. It cost me some 2 or 3 bucks and is very helpful as I don't have to carry several adapters but only one to recharge all family phones (useful when we go on vacation for instance). Of course, you can do what you said too. Be carefull to strip the outer black plastic protection for around one inch on each end and carefully insulate separately each of the 2 wires. It's not very dangerous since the voltage is small enough, however, shortcircuiting may result in destroying the charger, or even the charging circuit in the phone. I think an adapter may be a better solution. Even a new charger won't cost you more than 7-8 bucks...
