Sometimes this will happen, it may be because your dog is.. well, not a smart one or it could be because you didn't say his/her name the same every time. Just turn your DS off and restart, it should get it that time.

Say your dog is called Max, call him over to the touch screen to rub, and don't click back. Keep him on the touch screen and say his name over and over. It should eventually work!
