My dog will listen to me inside but when we are outside she wont. she will look at at me and run away.?

then she will go over to neighbors and tears anything up she can. it doesnt matter if i have a treat in hand or not. and it is defenity not becasue she wants to look cool in front of other dogs. she does it everyday so it couldnt be disstractions if its everyday.

Dogs needs to be trained both indoors and outdoors. Just like a dog may sit for you in the kitchen but not in the living room. To dogs a different room or area means a whole new set of rules.

Try training the dog on a leash outside what and how you taught her inside.

because dog see lot of stuff it like so the stop listen see things and its mind will be like ohh and ahh to other stuff so it won't be responding to you so try a long leash.

Almost all dogs do this.  It's a play thing and they want you to chase them. I don't let my dog off leash except in the fenced in yard where he just runs like a fool and wants me to chase him around.
