My e system 3090laptop will not boot up ,help needed?

it tries to boot after you turn power on but goes to safe screen as if you your last shut down was wrong,so i press start windows normally,loads of files whizz past then freezes on one(registry )i think,and stays like that till i have to turn it off manually.

More details: is the battery charged? does it starts when plugged in the charger? does the laptop starts anyway? does it make some noises? does the screen lights up? does Windows starts the boot and fails or doesn't start it at all? can you enter BIOS?
