My employer had me signed an appointment letter and said I will be joining them in 3-4 weeks time.?

after my job interview, my employer asked me to submit photocopy of my documents, 2days after they called me and asked if I can submit the original red ribbon of my credentials which I refused to since we do not have any written agreement regarding my employment. They called me again informing that my APPOINTMENT LETTER is ready, after I signed it (which I keep the original copy). I submitted the ORIGINAL COPY of the red ribbon of my credentials. but they told me, they still have to process my working visa in 3-4 weeks time, after such, I will be signing an employment contract for me to start my work as civil engineer. Is this the proper procedure in hiring? What if I 'll be joining other company? am I already bound to any legal obligations? please help me, Im confuse whether to accept any other job offers or just wait for a month for the company who had me signed an appointment letter.
