My family's cingular phone plan can only have three people ...can i add another one without changing my plan??

I assume your talking about the 550 min family plan.  It's the only plan I can think of with a limit on the amount of phones that can be put on the group.  If this is the case you have to change your plan to be able to add another line, with out signing up for a single user nation plan.  At a minimum the nation plans are $39.99 for 450 min and have a $36 dollar activation fee.  You could switch to the next family plan up that has 700 min and is only $10 more than the 550 plan.  With adding yourself to the group and changing the plan it will only increase the bill by $20 before tax.  Also the activation fee is only $26 when adding on to and existing family plan.
