  1. It's not really practical to send it off for a 'professional' mending job, if anyone would do it, and it's actually fairly easy to do at home, I have done it quite recently.

    All you need is a flat surface, some good scissors, some splicing (ideal), clear or magic tape, and be able to pull the two broken ends of tape out of the cassette, by opening the flap. You basically then put the two ends flat on the surface, as close together as possible, preferably not overlapping at all, and very carefully apply a small and thin section of tape across the join, on the underside of the tape, trimming any bits sticking out either side. Then wind the tape back in. It may well give a slightly noticeable flicker when it goes through on playback mode, but is about the best you can realistically do.
