this has happend before does this mean that her mate oliey is the reason they are not laying fertile eggs. ps thay have been together since i bought them from the pet shop as babys and are inseparble thay kiss and cuddle all the timeand talk to each other as well thay are really sweet with each other so i fell i want get babys fropm them and they would make realy cute babys sasha is all yellow and oliey is bule chested all most purple with a yellow face so there babys would look cute so i thought

That egg is no good, alot of budgie do not have babies I had a matting pair and I never had any babies. Are you sure that you have a male. The way you can tell is were his nose holes are it has to be a very dark color like blue for him to be a male. Good luck
