My female budgie is acting strange, why is this?

My female budgie who is in a cage with a male budgie and has been since christmas has just started making repeated moves whether its sitting in one place and slightly flutters her wings about an inch off her body or doing the same thing with her wings but moving side to side!

could she be pregnant?????? she is probably happyjust maybe growing or something. im sure it will pass or maybe she just likes it. if she looks sad...mybe see a vet.

well, i had a parakeet and he did that when he was very happy. but my friend's finch does that when she's scared. it could be either. i hope this helped =]
