My fiance is in the US on a working visa, what are the first steps to take for him become a permanent resident

My fiance is from South Africa, and this is his 3rd year in America on a working visa. We have been dating for 1 1/2 years. We just got engaged and I am not sure how to start helping him apply for citizenship. i know that he will become a permanent resident first, but is that only after we get married or apply for a marriage license. I am so lost with this whole process. Where do I begin and has anyone ever been through this same situation? I just want to be sure that everything we do is legal and we take the right steps for him to stay here in the US for good.
