i'm not certain if they require dna first, and without it maybe they deny her the visa, until we prove that i'm the father but would i have time to go and get tested and sign the certificate before the 27th? and would that most certainly grant her the visa?

  1. Getting the DNA test done in the Philippines will take more time than you've got.

Unless the Philippines has changed the law an unwed mother cannot put a father's name on the birth certificate even if the father wants it there.  So you're not going to get your name on the certificate (unless the law has changed).

The one thing you could do is start the process of submitting a Report of Birth Abroad.  Since you're not married to the baby's mother, and since she's not a US citizen, they'll make you prove paternity.

You could get the process started.  At least when your fiance goes for her interview she can show them that you are in the process of getting the Report of Birth Abroad submitted and approved.

  2. No. I think the right procedure is to go to notary and sign a statement, in which you acknowledge yourself the father. Plus, your name must be in birth certificate.

But as rules vary from country to country in the same embassy (will be slightly different requirements in India and China at the same US embassy), your best bet is to contact the embassy and ask them what additional papers you need.

And did you put the child into the forms when she filled them? If not, you may even be requested to start anew.

    Contact the embassy right now.
