  1. there are water treatments around which prevents clouded water and if you do use treatments like that i wouldnt change the water for a while(1-3 weeks maybe) as it can have some bad affects but just keep the pump and filter on.

  2. How long has your tank been set up?  It sounds like it's trying to cycle, but you've messed up the process by changing the filter cartridge, unfortunately.

Here, read up on tank cycling:

  3. If you are doing regular water changes (10-25% of the water once a week, complete change once a month) there is no reason the water should be cloudy.

Water usually clouds up because there is too much food which hasnt been eaten, or if there are heaps of fish in the tank which all excrete waste and if the water is not changed it can get very concentrated.

Another thing that will add clouds to your water is by replacing the tanks water with hot tap water. If you are topping up a tropical tank you can fill it with cold water- hot water clouds tanks and can be harmful to your fish.

It is possible there could be a problem with the pump- you should make sure the filters are running correctly. Although some filters are better than others at keeping a tank clean- undergravel filters usually arent great.

The guppies may be more affected by the change in water quality because they are live-bearers and should be kept in brackish (slightly salty) tanks. They can tollerate fresh water but a little bit of salt in the water is great for livebearer health and vitality. (you shouldnt add salt to a tank that has other types of tropical fish unless they all like brackish water as well.)
