  1. Well you could try to go to a supervisor, and plead your case.

In Ohio that violates this statute as well as theft.:

    http://codes.ohio.gov/orc/2913.03

    Unauthorized use of a vehicle.

  2. Go get the car back.  And make sure the sister won't feel the urge to try that c**p again.

  3. I am assuming that the car was taken by a member of the family or her household. It is not considered theft when it is taken by a family member.

  4. That's just silly. What is domestic violence? A family matter? No it's a crime. Start going over the heads of the police at the desk. Speak to the watch commander, a detective or even the chief, and remind them of their legal obligation to investigate felony offenses. You may wish to use the word "malfeasance."

  5. Being a family matter we can not help you!
