  1. If your friend had three phones stolen that means she was careless three times.   The novelty of cell phones has worn off and the prices have gone down enough here in Latin America that thieves aren't going to go much out of their way to steal them unless it is easy pickin's.  


  2. The loss of cell phones has nothing to do with the "authorities". being good or bad.

    I live in Colombia and the cell phones get stolen because they are put on a table in restaurants or bars and the thieves are slick.

    As a "she" I hope you do not send money to her every time "she" says she lost another cell phone. Does "she" have a new phone number every time a phone gets lost? Or does the "thief" take the chip out and give it back to her?

Well considering that this is Latin America then I don't think there is much you can do.  I've been to Latin America and well authority is not very reliable.  If shes had 3 cellphones stolen in a year, well she should try using them as little as possible, but other then that there's not much to be done to prevent it from happening again.

  4. If she does not lay them down, nobody can steal them.  She needs to have a small carrying case that she can wear around her waist or neck...like a small pouch.  In other words, it needs to be attached to her body at all times.  Many men have a case they wear on their belt.  If they have been stolen from her own home, then she needs to wear her carrier in the house too, and put it under her pillow at nite.  May be a nuisance, but sounds like she needs to do it.
