My friend has a F1 visa and her sister is permanent resident under asylum. ?

Is any way that her can file petition for him in other to change his status. If yes , what are some steps that her sister need to do .

Unfortunately, permanent residents can;t file petition for their siblings, only  for parents, children, spouse. Moreover, F-1 students undergo a different type of procedure after the 9/11. However, the F-1 friend of yours try to play the green card lottery (DV Lottery 2010) which is coming in October and will last till the end of December. Or your friend can merry a US citizen, or, after he/she graduates the school applied for and OPI for their F-1 student which gives the student a legal work authorization for 1 year, if during that time she/he manages to find a job her employer could apply for another type of visa through wwhichlater your friend will eventually get the green card. However, the fastest way is to fall in love with an american citizen and live happily ever after...........
