My friend has an arrest warrant....but they told him he had to take care of it...?

what exactly does that mean? IF they didn't arrest him when he was pulled over....does that mean he has a chance to pay a fine and not be incarcerated? what is he supposed to do?

Call the station, get the specifics. Too general to tell you if he needs a lawyer or not; but the fact they let him go says this is a minor matter.

he has to call the township where the warrant was issued and do whatever they say. You didnt leave enough info. does he have a warrant for unpaid fine or failure to appear in court? if its for unpaid fine he can just go make good on the fine and they will lift it and if he failed to appear in court then he will have to post bail and they will send him new court date
