I think they would have to be reported missing to the police in order to gain that ability.

Too late to think about GPS location services. AccuTracking and other services work only when the software is installed on the phone. Same thing with 911togo. Barring that, the phone has to be on, anyhow.

If he's been missing for more than 24 hours, time to call the cops. Tell them the cell info, they have specialized equipment that can do all that without a third party software. Again, the phone has to be on.

Have you tried just calling his phone?
