  1. In order to play Scrabble with your friend online, you both need the CD-ROM version of the game (NOT the online-downloadable version that you can get from GameHouse & other sites).

There should be an option within the game to allow online gameplay (it might be called "Network Play") the person that's hosting passes their IP address to everybody else that wants to play.

Alternatively, you can use the GameSpy Arcade to get your group of friends (or strangers that want to play) prior to starting the game as the CD-ROM version has support for the GameSpy Arcade.  Just be aware that extra software may be required to use this option (which is free... but registration may be required to use it...  which is free as well).

If you're using the downloadable version of Scrabble, you won't be able to do this as there's no online support with that version...  so you'll have to get your friend over to your house (or vice versa) to play.

  2. I play at scrabulous.com. Just register a nickname and you're good to go. Beware, it has timers so don't click on a game with too short a timeframe. Additionally, some games have challenges and some let the computer do it. Familiarize yourself  with this. The site will rate you according to your wins and losses. After a few games, you can match up with people who are close to your ability. Good luck!
