  1. It depends upon the insurance company. She'll need to visit a local independent agent that can check all of the companies in her area. In my state she may be declined with two companies depending upon her age. Three will increase the premium 10 - 20% based on weight, and the rest will write her at standard rates.

Some states still allow underwriting for non-group policies but i doubt that the would reject for this reason unless she has a family history high blood pressure, diabetes or the like.  In the end if i'm not mistake it doesnt cost anything to try so i'd go for it but in the long run, she is probably better off looking for a job and getting in on a group policy plan.  If she is unable to do that I'd look into medicaid.  Most employers will allow you to enroll in their health plan whether a full time or part time employee, but you'll have to pay.
