My friend is a u.k resident from asia and would like to go to Poland for 2 weeks.

Yes he will more than likely need a (Schengen) visa to visit Poland depending on his exact nationality which you do not mention

My husband is non-EU and a permanent residence (permit holder) in the Netherlands.  When we have to visit the UK, he has to obtain a visa as well

Once your friend obtains the visa (and it has no restrictions e.g. applicable to one country only) then he/she is free to travel within the Schengen zone
