  1. Poland doesn't recognize dual citizenships, which means she will get no social help from the Polish government. She'll be treated just like a tourist. And I doubt her US pension will be able to support her housing, medical and living expenses in Poland.

  2. The question of citizenship does not arise - she can come to Poland and stay, while retaining her US passport. But as with Polish people wishing to emigrate to the States, she, too, must not become a burden on the welfare system, meaning that she has to have her own means of support. Pension is fine, depending on how much it is. Also, since you imply that she has relatives in Poland, a question arises, how supportive they are. So the first thing to do would be to analyze this aspect - would they help by, e.g. offering her a room at their home, as well as help in finding her way around? Then you will have to ask the pension payer if they agree to transfer her pension to an account at a Polish bank (or an international bank, like Citi, having offices in Poland). And finally, whether the pension is sufficient to pay for the things she needs.

  3. Your best bet would be to contact the closest Polish embassy or consulate that is near you.  I'm in Chicago and we have one here, this is their website if you want to try contacting them first. Even if your friend lives elsewhere, they may be able to help you.  http://www.polishconsulatechicago.org/
