My friend just bought a 49cc mini chopper. It is street legal and has a vin number...?

She has a certificate of origin but no title or bill of sale. We live in Illinois. Does anyone know what she can do to get it registered. Also, what kind of drivers license would she have to have?

  1. First off you need to read the motor vehicle code for your state. If mopeds and motorized bicycles are considered the same. And are legal, like in Indiana. "mopeds over 50cc need to be titled a motorcycle, any vehicle under 50cc with less than 2 brake horse power is to be treated as a motorized bicycle and will not be titled." The actual code goes into the description. But if the Ill. BMV won't title it a motorcycle because it's under 50cc. Then you shouldn't need a title. Or a liscence. I spent 5 months in court fighting this and won, beause the BMV doesn't care what it looks like or if it's manual or automatic, as long as it has a engine under 50cc they cannot title it period. I expect the same is true in Ill.

    A certificate of origin means you actualy own the property you paid for. A title means the state owns your property and they kindly let you use the property you bought. So NEVER get a title if you have the certificate of origin. You would be turning the proprty over to the state.


  2. Whether a mini chopper is street legal varies from state to state. Even if it is street legal in Illinois she has one BIG problem. Without a title (which proves that the person who sold it to her had the legal right to sell it) she will never be able to get it registered.
