My friend just told me she's engaged and we're meeting up for dessert later. Should I buy/bring a gift?

No. It not like you're going to an engagement party. If she does happen to have an engagement party in the near future, you can buy her a gift. Just congratulate her when you see her at the restaurant.

you will have plenty of time to buy her gifts (showers, engagement parties, etc.)
