My friend needs an international bank account with a debit card, any suggestions?

my buddy owes back taxes and child support and cannot open a savings or checking account in the us but needs access to an account to make deposits and use a debit/credit card. Are there any international banks that offer this?

Yes, there are a large number of reputable international banks in off-shore jurisdictions that will do this and all your friend will need is a .......................... HOLD ON - did you say "child support"?  Tell the rat to get lost!

You cannot open a bank account in another country without being a resident or a legal non-resident alien. Sorry! Tell your friend to pay his taxes and take care of his kids. The rest of the country has to. IS HE SPECIAL???
