FOB is relative, that means it can mean many things and depend on the context or situation.  When I was in the military it meant Foward Operating Base.  In a drinking contest it might mean First Out of Beer(speculative).  You see what I mean?  Ask you friend what the context is.  Reminds me of an old gradeschool joke, "Are you PT"  It was a Catch 22, yes "Your a pregnant teen" no "Your not potty trained!"  Okay
