  1. Credible employment record, bank account, land titles, car registration and other documents showing that the applicant will return to the country of origin after the visit in America.  Marriage with a citizen is one of the modes where an entrant can stay longer in the US.

  2. its easier to get a fiancee visa if you are just about to get married than when you are since you'll be petitioned as a spouse which ironically takes longer so my suggestion skip the tourist visa and have himself be petitioned as a fiancee

  3. No, he has to go back.

Technically, he should not use a tourist visa to go and get married, but that's not the big problem.  The problem is that his gf is not a US citizen.  If he petitions him, as her husband, there's a 5 year wait for the visa to become available.  He'll have to leave and wait.

  4. Yak Rider is absolutely correct. Even if he does manage to get a tourist visa and get married in the US, he won't benefit from any petition she files for him until it's valid for use. And that does take about 5 years. So, unless he wants to be here as an illegal immigrant, he'd need to go back home. Per the suggestion below, only American citizens can file fiance petitions, legal permanent residents can't.
