My friends lives in turkey and wants to come to England to study, how would he go about this and are their requirements etc that he needs to meet??

He cant,,,simple,,,they also have to do army service in Turkey   he is just trying to get into this country,,,forget it

Well he would have to get in touch with the place he wants to study (the college, university et) and find out if the grades he acheived in Turkey are equivalent or higher than English grades needed to get onto the course he wants to study.
