  1. No.

  2. She does not qualify for any public assistance.  That is for citizens.  Best she stay in the Philippines and use 'their' public assistance.

  3. Non-citizens are barred from applying for public assistance.  Furthermore, to get a fiance visa to bring her here and marry her, you must prove you have sufficient income and assets to support her and guarantee a $30,000 bond.  If you attempt to collect public assistance, you will not meet the requirements and she gets sent home and you could be charged with fraud.

If you cannot support her, don't try to bring her here.

  4. She's not moving anywhere unless you get married and then get her a visa.  That's going to take a year, and no, she can't get any public assistance.  If you don't make at least $17,500 per year then you can't even sponsor her for the visa.

  5. when sponsoring her to come you need to provide financial assistance.  She would not eligible for public assitance.

  6. Are you both married?

that is the the most important thing you must do prior to having her move here to this country,i am guessing you might not get any help until she is a legal citizen but i can be wrong ,there might be some temporary help .
