My girlfriend was caught on video camera laying something in her purse but she had just layed it on top of it?

not thinking because it was open, I realize she was at fault she should have laid it to the side or in the basket not on the purse when it was open but what are the rules with a store camera? She was called to come in and discuss this after she had gotten home.

Did she really steal or not? Don't tell me she didn't coz i wouldn't date a criminal.

It depends on the laws in your state. Some places can arrest you for "concealing" merchandise. Some states can see you conceal, but have to actually wait until you take it out of the store before you have actually broken any laws.
